Affordability, data and insights at the centre of ARPC’s 2026–30 Corporate Plan

25 August 2026

Australian Reinsurance Pool Corporation (ARPC) has released its 2026-30 Corporate Plan, setting out how it will strengthen the delivery of Australia’s terrorism and cyclone reinsurance pools, while making greater use of its unique data and insights to support risk mitigation and resilience.

Over the next four years, ARPC will continue to focus on its core purpose of providing public reinsurance that supports the accessibility and affordability of insurance for the Australian community.

ARPC will also build its capability to turn the unique information generated through its reinsurance pools into insights that can help government, industry and communities better understand terrorism and cyclone risk.

ARPC Chief Executive Dr Christopher Wallace said the Corporate Plan reflected both the importance of ARPC’s core reinsurance responsibilities and the opportunity to deliver greater value from its capabilities.

“Effective and sustainable public reinsurance remains at the heart of what ARPC does. Our focus is on ensuring the terrorism and cyclone pools continue to provide certainty to insurers and support the accessibility and affordability of insurance for Australian communities,” Dr Wallace said.

“We also have an opportunity to make greater use of the unique data and insights generated through the pools. By strengthening our data and analytics capability, we can deepen understanding of risk and provide better insights to government, industry and other stakeholders to support resilience and mitigation.”

ARPC’s strategic priorities for 2026-30 are to:

  • Deliver efficient, effective, and sustainable reinsurance to insurers.
  • Build and share data, analytics, and insights to support understanding of terrorism and cyclone risk.
  • Within our functions and powers, support risk mitigation initiatives to put downward pressure on cyclone premiums and support a disaster-resilient Australia.
  • Continue to build capability and a customer and risk-focused culture to drive ongoing improvements in performance.

The Corporate Plan comes as ARPC’s cyclone reinsurance pool continues to demonstrate its role in supporting communities exposed to cyclone risk. Since the pool commenced in July 2022, ARPC has paid more than $1 billion in claims, while average home insurance premiums in the highest cyclone-risk areas have fallen by up to 37 per cent.

ARPC administers the Terrorism Reinsurance Pool and Cyclone Reinsurance Pool, each supported by a separate $10 billion annual Commonwealth guarantee.
