ARPC welcomes new Chair and Board member appointments

It is with great pleasure that ARPC announces the appointment of a new Chair and new Board member, both of whom will join the Board in the coming months. Senator the Hon Mathias Cormann, Acting Minister for Revenue and Financial Services, has appointed business advisory expert and social entrepreneur Mr Ian Carson AM as ARPC Chair, and legal and tax expert Ms Karen Payne as ARPC’s newest Board member. Mr Carson begins his term on 1 July 2017 and Ms Payne begins her term on 5 October 2017.
Dr Christopher Wallace, ARPC Chief Executive, warmly welcomed Mr Carson: “I am delighted to welcome Ian Carson as our new ARPC Chair. Mr Carson is renowned for both his business leadership and his work with the community. I look forward to working with him to engage and understand the needs of ARPC scheme stakeholders and to support the progression of ARPC’s strategic initiatives”.
Mr Carson is founding Partner and Chair of PPB Advisory where he works with boards and governments to solve complex business problems and advise on sensitive issues. Mr Carson is also the co-founder and Chair of SecondBite, a charity which exists to provide access to fresh, nutritious food for people in need. In 2015, he (together with his wife) was awarded the Social Entrepreneur of the Year (Southern Region) by the Schwabb Foundation for Social Entrepreneurship. In addition, he also received the Australian Social Entrepreneur award through the EY Entrepreneur of the Year 2015 program. Mr Carson was awarded Member of the Order of Australia (AM) in June 2017 for significant service to the community and to business. With his background covering both business and social issues Mr Carson will be an asset to ARPC as it moves forward.
Mr Carson holds a Bachelor of Economics from Monash University, a Post Graduate Diploma of Accounting from La Trobe University and completed the Owner President Manager course at Harvard Business School. He is also a Fellow of the Australian Institute of Company Directors.
Dr Wallace also warmly welcomed Ms Karen Payne who will soon join the ARPC Board: “Ms Payne is a highly respected leader and brings considerable government sector, legal and accounting experience in financial services to the ARPC Board. I also look forward to working with Ms Payne in her new role”.
Ms Payne is currently CEO and executive member of the Board of Taxation. Ms Payne has over 20 years’ experience as a specialist taxation advisor at top tier legal and accounting firms. Prior to her commencement as Chief Executive Officer of the Board of Taxation she was a Partner in the Sydney practice of Minter Ellison.
Ms Payne is a Solicitor admitted in NSW and the High Court of Australia, Chartered Tax Adviser and member of Chartered Accountants Australia and New Zealand. She has a degree in Law and Commerce and a Master’s Degree in Taxation from the University of New South Wales.
Ms Joan Fitzpatrick, the current ARPC Chair, will step down on 30 June 2017 and leaves behind a significant contribution that has changed the fabric of ARPC. During her tenure as Chair, Ms Fitzpatrick has been instrumental in ARPC’s continuing buying of retrocession reinsurance, the relocation of ARPC operations to Sydney, and bringing together the global terrorism pools at the 2016 ARPC and OECD Global Terrorism Risk Insurance Conference at which an association of pools was launched; the International Forum for Terrorism Risk (Re)Insurance Pools (IFTRIP). She leaves behind an enduring legacy. Dr Wallace said: “It is with deep thanks and gratitude that we will say farewell to Ms Fitzpatrick. The legacy she leaves behind is testament to the impact she has had on the organisation”.
Ms Fitzpatrick has congratulated Mr Carson and Ms Payne on their appointments and wished them well: “ARPC has a clear role and purpose, a highly motivated and competent leadership team and a well-functioning Board. I wish the new appointments every success in their new roles.”
