Postcodes allocated to Tier A are those covering the Central Business District (CBD) areas of Australian cities including Sydney, Melbourne, Brisbane, Perth, and Adelaide with a population of over 1 million people.
Postcodes allocated to Tier B are those covering the urban areas of all state capital cities and cities including Sydney, Melbourne, Brisbane, Perth, Adelaide, Gold Coast, Canberra, Newcastle, Central Coast, Wollongong, Hobart, Geelong, Sunshine Coast, Townsville, and Darwin with a population of more than 100,000 people.
Postcodes allocated to Tier C are those geographic postcodes not allocated to either Tier A or B and any property not on the mainland of Australia or Tasmania, but within the Australian coastal sea.
Reinsurance premiums
ARPC’s premiums are set using three tiered rates specified by postcode of location of the insured property. Tiers are representative of risk and are based on population density being:
- Tier A: CBD areas of Australian cities with a population of over 1 million people.
- Tier B: Urban areas of all state capital cities and cities with a population of over 100,000 people.
- Tier C: Those postcodes not allocated to either tier A or B.

Summary of postcode changes effective 1 January 2026
ARPC regularly reviews the list of postcodes to determine if there has been adequate development throughout Australia to warrant adjustments to the tier classification for each postcode. The most recent review was based on current development activity and population statistics and resulted in several changes to the tier classification.
The adjustments will take effect on 1 January 2026 and are as follows:
- Thirty postcodes located on the edges of urban areas, where substantial development is occurring, have been reclassified from Tier C to Tier B.
- Seven postcodes, where development activity has slowed or stabilised, have been reclassified from Tier B to Tier C.
No newly classified major metropolitan/CBD areas were identified in this review.
