About 'RISe'

The RISe platform was established to support Terrorism Reinsurance Pool (terrorism pool) transactions for both ARPC and cedants alike.

The RISe platform has served ARPC well, successfully allowing ARPC to manage and process information efficiently and effectively since the launch of the terrorism pool.

As of October 2024, ARPC will help cedants transition to a new platform, PACE (Protecting Australians for Catastrophic Events).

What is PACE?

PACE is ARPC’s customer portal developed for cedants to lodge reinsurance premiums and claims information in a secure and user-friendly environment. The PACE portal has laid a great foundation for transition terrorism pool cedants.

The PACE system allows cedants to:

  • submit and validate quarterly premium returns
  • submit and validate annual aggregate reports
  • submit GWP declarations
  • update most user details and addresses for their organisation
  • submit loss estimates for incidents
  • submit claims bordereaux and unallocated expenses reports
  • view list of historical declared incidents

Cedants can access PACE Terrorism via cedant.pace.arpc.gov.au/terrorism/.

Timeline

The PACE portal will be available to terrorism pool cedants from Tuesday, 1 October 2024. The RISe system will no longer be in use from March 2025.

Terrorism pool cedants will be able to lodge their last premium return in RISe in Q2 FY25, due 31 Jan 2025.

When can I start using PACE?

The PACE portal will be available to terrorism pool cedants from Tuesday, 1 October 2024.

Do I have to register for a PACE login?

ARPC’s Underwriting team will reach out to your company’s primary contact to confirm if current RISe users need access to PACE.

Where can I find my login details for PACE?

Once your email address has been registered in PACE, you can authenticate using the One Time Password (OTP) method. This is the same method as RISe.

What happens if I can’t access PACE?

Please contact [email protected].

Does the transition to PACE change my data requirements?

No, there is no change in the data reporting requirements for the terrorism pool.

You will be required to complete the templates provided by ARPC and upload them into PACE.

 

Will I still have access to RISe?

Yes, RISe will run in parallel to PACE until the submission of Q2 FY2025, due Friday, 31 January 2025.

 

However, we recommend you cease using the RISe system once you have submitted your first return in PACE.

ARPC will provide frequent updates prior to the closure of RISe.

 

What happens if I miss the cutoff date for premium submissions in RISe?

If you miss the cutoff date in RISe, you will be able to submit premium returns in PACE.

How do I get help if I encounter a technical problem loading my submissions?

What do I do if I have a terrorism claim following a Declared Terrorism Incident (DTI) event?

Please download the Claim bordereau template from PACE, populate the required data and submit claim payments for processing. 

What is the User Acceptance Testing (UAT) environment used for?

PACE UAT is a separate environment which replicates PACE Production. Cedants can perform testing of all functions including their premium return due in October. It gives cedants an opportunity to practice and gain familiarity with PACE.

When will UAT be available?

UAT will be available for testing purposes from 1 October 2024.
