In 2018, ARPC submitted a proposal to peak standards development body, Standards Australia, for the development of a handbook to support proactive risk management of large-scale infrastructure (commercial buildings).
Following a six week public comment phase in April and May 2020, ARPC assisted in collating extensive feedback received from experts in the field of protective security. These recommended revisions to the original draft have been distributed to the project members to review. Should the project members endorse these suggested amendments to the draft in mid-April 2021, the draft will be progressed to publication.
The Handbook will provide guidance to owners and operators of commercial buildings on identifying and assessing relevant sources of building risk associated with terrorism and other deliberate acts of extreme violence (such as civil commotion), and implementing suitable controls to mitigate such risk. The working title of the Handbook is Base-building Physical Security Handbook – Terrorism and Extreme Violence.
Australian Reinsurance Pool Corporation (ARPC) is a corporate Commonwealth entity within the Treasury portfolio, established under the Terrorism Insurance Act 2003 to administer Australia’s Terrorism Reinsurance Scheme following the withdrawal of terrorism cover by insurance companies after the 11 September, 2001 terrorist attacks in New York. As a public financial corporation, ARPC is part of the financial assistance and economic recovery phase of the Australian Government’s National Counter-Terrorism Plan.
ARPC supports and promotes terrorism risk mitigation through development of thought leadership research and insights, events featuring experts, support for relevant programs run by other organisations, as well as through our own initiatives. ARPC is globally connected through The International Forum for Terrorism Risk (re) Insurance Pools (IFTRIP), where experience, ideas and best practice are shared.
